A cloud computing platform rents out infrastructure by usage: virtual machines, private networks, block and object storage, load balancers, managed Kubernetes and often databases, all controlled through a web console and an API. The European cloud providers below are headquartered in Europe and are alternatives to AWS and Microsoft Azure for companies that care about European jurisdiction.

Cloud platform, VPS or object storage?

A VPS is one server at a flat monthly price. A cloud platform adds the building blocks around it: networks, firewalls, snapshots, autoscaling and identity management. Object storage is a single service of such a platform, and cloud storage is a product for files of people, not for applications.

Criteria

  • Jurisdiction: The US CLOUD Act of 2018 lets US authorities demand data from providers under US jurisdiction, even when the data sits in a European data center. A European headquarters and European owners reduce that exposure; companies with large US operations need individual checks.
  • Technology and operations: Who writes the platform software, who builds the hardware, who runs support? T Cloud Public, for example, states that its OpenStack distribution comes from Huawei.
  • Certifications: BSI C5 is a German audit catalogue with over 120 criteria for cloud services. SecNumCloud is the French ANSSI qualification with requirements against non-European laws. ISO 27001 certifies an information security management system.
  • Services: Check that the managed services you rely on, such as databases, Kubernetes or GPUs, exist. None of these providers matches the full catalogue of a US hyperscaler.

Some providers also run locations outside Europe, for example Hetzner (US, Singapore) and 3DS Outscale (North America, Asia). Choose a European region to keep data in Europe.

European companies with US technology are not listed

S3NS (Thales, running on Google Cloud technology), Bleu (Orange and Capgemini, running Microsoft Azure) and Delos Cloud (an SAP subsidiary, also on Azure) are European companies, and S3NS holds the SecNumCloud qualification. Their platform software still comes from US hyperscalers. Because the point of this site is to avoid that dependency, they are not listed.

FAQ

Which European cloud replaces AWS or Azure?

Most providers above cover the core building blocks of compute, storage and networking, while Clever Cloud is a PaaS. See the pages for AWS and Microsoft Azure for how they compare.

Does a data center in Europe protect from the CLOUD Act?

Not by itself. What counts is the jurisdiction the provider is subject to, which is why headquarters and ownership matter more than the server location.
